Homelessness Prevention and Rapid Re-Housing Program (HPRP)

The City of Elmira has been notified by the U.S. Department of Housing and Urban Development that it will be receiving two separate allocations as a result of the American Recovery and Reinvestment Act of 2009 signed by President Obama on February 17, 2009.

The City of Elmira has been notified that it is entitled to receive $560,951 under the Homelessness Prevention and Rapid Re-Housing Program (HPRP). Eligible uses for HPRP assistance include:

  • short- and medium-term rental assistance
  • security deposits
  • utility payments
  • rent/utility arrears assistance
  • moving cost assistance
  • motel and hotel vouchers
  • housing-related case management
  • outreach and engagement
  • housing search and payment
  • legal services for eviction prevention for renters
  • credit repair.

In accordance with HUD guidelines, the HPRP substantial amendment to the 2008 Action Plan for the City of Elmira Program must be published for no less than 12 calendar days for public comment before being submitted to HUD by the May 18, 2009 deadline. A public comment period was held from Friday, May 1, 2009 through close of business on Tuesday, May 12, 2009.

Community Development Block Grant - Recovery
(CDBG-R)

The City of Elmira has also been notified that it is eligible to receive $366,738 in Community Development Block Grant - Recovery (CDBG-R) funds as a result of $1 billion that was allocated to the CDBG Program. The Community Development Block Grant (CDBG) program enables local governments to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income.

Opportunities for Public Comment

A 7-day public comment period for the CDBG-R substantial amendments will begin on Wednesday, May 20, 2009 and extend through 4:30pm on Tuesday, May 26, 2009. Copies of the substantial amendments can be obtained from this website or requested by e-mail by clicking here or by calling (607) 737-5692.
